Executive Management

Michael Huang - Executive Chairman

Mr. Huang is the co-founder of the ADC Group of Companies.

During the period from 1970 to January 2006, as principal, he managed the business of the Company as co-CEO and from January 2006 to present, Michael Huang has been the sole President and CEO of the ADC Group of Companies.

Under his leadership, the Company grew from a small size consulting structural engineering firm in the early 1970's to a major real estate developer firm in Ontario, Canada by the late 1980's. During this period, the Company developed and managed over 20 real estate projects valued at over $300 million. Since the late 1980's, the Company has been exclusively involved in airport privatization, investment, development and operations. Projects undertaken by the Company include the $600 million Terminal 3 Project at Lester Pearson International Airport in Toronto, Canada; the $130 million Ferihegy International Airport Project in Budapest, Hungary and the $655 million Quito International Airport Project in Ecuador.


Jeff Scheferman - President and CEO

Mr. Scheferman has over 15 years of experience in airport privatization, operations and commercial real-estate development. His positions have included Managing Director of Airport Group Australia, the Australian subsidiary of Airport Group International which was responsible for the successful acquisition of 5 Australian airports to include Perth, Darwin, Alice Springs, Hobart, and Tenant Creek. He was later AGI’s Regional Director of Latin America, responsible for the concession and operation of Bolivia’s three major airports, including La Paz, Santa Cruz, and Cochabamba. He was also responsible for AGI’s business development activities in the region.

He also served as the President/CEO of Los Angeles based Colliers International, one of the largest full service commercial real estate companies. During his tenure, his company was responsible for the privatization and disposition of the former Los Angeles Air Force Base, Norton Air Force Base, and the Marine Corps Air Station,El Toro. In his role as President/CEO he established the Colliers International Multimodal Services Group, which served as the real estate development consultant in the development and marketing of airport land on numerous airports in China, North America and Latin America.

Mr. Scheferman served as a US Marine Corps officer and holds the title of Colonel USMC (retired). His 27 year Marine career included numerous assignments overseas and a steady progression of assignments in positions of increasing responsibility, and culminated with his assignment as the Commanding Officer of the 4,500 man Fifth Marine Regiment.


Richard M. Vacar - Senior VP, Business and Project Development

Mr. Richard “Rick” Vacar has more than 40 years of aviation experience in a variety of positions and organizations.

From 1998 to May 2009, he was the Director of Aviation, Houston Airport System, promoted from chief operating officer. He had responsibility for a $450 M annual budget, 52 M passengers and more than 1500 employees. He also oversaw $3.5 B in capital improvements, including new runways, new terminals, parking facilities and other significant projects. At the peak of the expansion program simultaneous construction of 35+ projects had a construction expenditure rate of $2 M per day for nearly two years.

While director of Houston Airport System, he formed an affiliated entity, HAS Development Corporation, which became involved in consulting and training for hundreds of airport executives from China, Africa and Latin America. HASDC also became a partner with Airport Development Corporation, and now supports ADC & HAS by transferring knowledge at project locations capitalizing on the expertise of the Houston Airport System.

Prior to joining Houston Airport System in 1989, he was the executive director of the Sarasota Manatee Airport Authority in Sarasota, Florida. In 1984, he joined Lockheed Air Terminal in Burbank and became deputy director operations at the Burbank Airport. During his five years with Lockheed, he participated in several airport privatization projects in Shenzhen China, Toronto Canada and Pittsburg Pennsylvania.

Rick is an Air Force veteran. He has accumulated more than 4000 hours as a pilot, and holds an Airline Transport Pilot Certificate.
